There’s a few ways of affecting (or more correctly, effecting, I think?) cultural change. The principal causes and main actors are already identified. Suing them into the ground and campaigning against anyone who supports them is a start, but comes with consequences most people are understandably afraid to face: financial hardship, social isolation, legitimate security concerns about gun-toting wackos.
Hollywood and the music industry are complicit with the gun industry in equating guns with play things rather than ultra-specific tools, and in reframing shooting a person as a footnote rather than a pivotal moment in a character’s life. They occasionally pay lip service to the victims of violence but you don’t see A listers putting their money where their mouth is and refusing roles.
The demilitarisation of the police post-9/11 is something that will require a much greater effort.

I called the police on a guy waving a gun around outside Iceland. It looked like a Glock. I assume it was a replica but I never found out. He was videoing himself while giving a lecture about weapons to passers by. It went like this: "guns are bad, knives are bad, when you're dead, you're dead, forever. Bang bang!" He pretended to shoot his friend, who fell down. It was early afternoon on a weekday, so the audience were all slack-jawed ladies with shopping trollies, plus me, the busybody grass describing the lecture to the 999 operator. A convoy of gun police showed up very promptly. By then the gun and video camera had been put in a suitcase and the lecturers were getting ready to leave. I pointed out the main man to a very angry, scary officer. There were no preliminaries. Both men were immediately trussed up like chickens. Much aggrieved protestation. The officers didn't want a statement from me. They said the arrests would be dealt with by local officers. Then they drove off to their next appointment. Total time on scene 5 minutes. I never heard any more about it. No idea whether the blokes were charged.

I had worked with the officer that shot this man. He was treated very badly by the police. All the evidence was there to show that the officer had no option left but to shoot and yet he was suspended and nobody was permitted to contact him etc. Of course after the inquest verdict, ruling it a suicide by police, they let him back into the fold but he jacked the job in and emigrated.
