Yeah that's fine, but it's not on stuff that discourages car use. A lot of it will be on stuff that encourages or maintains car use and the extraction of money from car users. They can afford it so I guess it's fair game.
They might spend 10p on a bike lane after being bullied in to it or a couple of quid on a bus I guess.
Getting folks out of their cars is near impossible.

I think this is broadly true. There is normally plenty of parking for those prepared to walk a short distance.

Don't know about everyone, but have you noticed that there is a venn diagram of climbers who smoke and people who smoke roll ups which almost exactly corresponds?

Minutes. If you have to park 15mins from home or your destination, it just means the space is somewhere else; not that it doesn’t exist.
Ie it doesn’t equate to scarcity.

I always liked being able to buy individual cigarettes from vendors in Central America. It stopped me from just blasting through a pack.

As someone who's smoked for nearly 40 years I think that the UK market ceased to matter for the fag companies a long time ago. Loose tobacco hasn't changed over the years but I'm convinced that the standard filter cigarette (B&H, Marlboro, Embassy) has seen a marked decrease in quality. Maybe because they sit on the shelf for much longer due to the switch to cheaper brands, maybe not.
I think most people who love fags end up smoking rollups as much for the flavour as the cost. -

£17 for 50g of Cutters around here, I am sure that similar tax free outlets exist pretty much everywhere. Have smoked all my life and there's been quite a lot of it.
Much of the parking income is ring-fenced by law for use solely for transport purposes.
