Very broad brushes were used to diagnose issues "back in the day" so I wouldn't doubt she has been told that at some point in her life. From my ltd investigations into my own kids I'd say it's certainly an ADHD and/or anxiety trait though.

I think part of the issue is that the person in question wasn’t very good at the job, which was compounded by being mildly evil and not very clever.

That's entirely dependent on the management ethos of each individual company though. I've worked in several places where HR has been awesome and actively pushed back against management in favour of the employees.
The "job of HR is to protect the company from its staff" dogma is much the same as the "Listed companies are compelled to put increasing shareholder value first before anything else" trope which is just isn't true across the board (again, some companies are shits and do act like this).
(Note that I'm slightly biased as I married the HR director of a previous company.)
