split it into two parts, one for the land, one for the property.
owner always pays "council tax" for the land.
occupier pays for property council tax based on size/value.

They will but if the system was designed properly to penalise property hoarders tenants would be unwilling to pay that cost. Eg. why rent off the professional landlord who needs to charge £500/month on top of rent to cover his taxes when you could rent off a couple who've moved abroad for a year and are only taxed at £150/mo?

If renting were banned, there would be an awful lot of houses suddenly on the market, with a strong downward price trend.
Doesn’t even need to be a state thing - cancel the original mortgage, compensate the owner for their deposit and repayments and transfer it to the occupant on mortgage terms of their choice (up to property lifetime). Like renting but they build equity - possible to pay it off with short terms or just cheap and transferable to the next occupant.
Bank makes money on interest, original landlord gets a lump sum, occupant gets cheap housing. -
