    Iif they're still able to threaten people with border changes it doesn't sound like it's particularly fixed yet - is it known when it will be finished?

    Although, having thought about it - briefing like this is the m.o. of this government (Covid guidance, etc.), so it's probably a plan to confuse and deflect. Also means you don't have to be so sharp having everyone on-message

    Oh I agree. I just wonder whether it is a deliberately confused message, given their form on other things. Probably reading too much into it.
