As long as he keeps his constituency party happy, the failure that is Gavin Williamson could remain a Tory backbench MP for a further 30 or 40 years.

Truss is very popular with the base as she has been actually doing stuff (copying and pasting old agreements it is true, but still something that needed doing) that can be claimed as a "benefit of Brexit".
Putting her somewhere that she'll get a more difficult brief can't hurt Johnson - either she does well, which reflects well on him, or she bombs, neatly removing a leadership rival in '24.
