It seems to charge her with a crime, they’d have to prove reckless driving, where the driver shows a “willful or wanton disregard for safety.” Driving at 66mph in a 55 while distracted doesn’t qualify.

Here's a report from the trial concerned with the children discovered on a Dutch farm last year. This sort of news always makes me wonder how many more of these there are out there--the Fritzl case probably the most horrifying, although it's silly to make such comparisons, e.g. with the Natascha Kampusch case.
Obviously, there are many cases of emotional and physical abuse where no hiding-places are involved, and where outwardly families appear to lead perfectly normal lives.

Indeed. The privacy aspect of property rights are over rated IMO. If I had any power I would instigate a nationwide program of compulsory fire safety inspections in all basements. Would be interesting to see what they turned up.
