You're right it didn't state he was wearing an orange hi-viz jacket only that he was dressed in black with a hi-vis orange jacket.

There was an article in the Economist arguing that this is GRU and and that they really are that rubbish. Putin is an FSB man so all the funding and glory now goes to them. GRU has become a ruin of the organisation they used to be and the "quality" of their work suffers as a result.

Not quite sure what I think about this. On one hand, people have a right to believe what they like, however backward and offensive it may be. And they could feasibly refuse the message, not the customers, and remain within the law. But on the other hand, they took the money and then made their rather horrible discrimination afterwards. So fuck them.
