It seems that Transport for London remains a deeply dysfunctional organisation. The reason for the rush to complete major routes in 2013-16 was the abject failure of TfL to deliver on Boris's 2008 promise of cycle superhighways. They spread blue paint over main roads and junctions creating more danger. On the first version of superhighway 2 there were six cyclist deaths in about 3 years. In BoJo's 2nd term they had to rush and spend like crazy to cover up. Despite Lilli Matson's soothing comments TfL are yet to have a coherent strategy to enable a benign transport system in London.

It seems he nuances it lateron, if the article is correct. He also acknowledges the lanes saved lives.
But it is true that now nothing seems to happen in London cycle-wise... maybe he's not aware of that but now you are stuck with "too fast" VS "nothing at all!" And that makes that remark pretty ill judged.
No doubt he's hammered on twitter atm about this :)
