My point is parents do what they think is right and best for their kids on the whole within cultural and societal norms which of course change.

Dunno how many muslims/jewish/americans in Iceland but if cutting off baby foreskin is not in their culture then perhaps a ban for them is more acceptable than say the same ban in the UK.
