not at all. It's all about priorities. Phones are status symbols and some people will prioritise them for that reason. Ever saved up for bike parts? If you have little money, friends and relatives can be an even more important part of getting things done and making the most of your life, so maybe spending money on staying in touch with them makes sense.

To the extent that people have power over their circumstances, having the impulse control to resist purchasing the latest shiny things might lift people out of poverty. Being well off is as much about how slow you spend as how fast you earn.

I want to say something sarcastic about labelling people with their income as if that was a measure of their worth as human beings, but can't quite find the words.
