I think they mean mandatory like the Belgian law where cyclists must use them if one is present. It won't happen anytime soon, the ruckus that follows passing that law with cycle lanes having to be made to a higher standard and so billions in adjustments/signs/whatever, most councils can't even get the hang of using the CLoS spreadsheet( https://www.cycling-embassy.org.uk/blog/2014/10/14/assessing-the-quality-of-cycling-provision-an-audit-tool-for-campaigners ).

given the dangerous nature of british cycle lanes they could not be made compulsory that would be state induced manslaughter!
it is an unworkable idea here. there is not enough room for the bike lanes, the controls for junctions to allow cyclists to turn right etc, etc.

I could be wrong but I believe cycle lanes are mandatory to cyclists when present in France, and last time I cycled in Paris I noticed how dangerous they were (vans and cars parking on them, traffic from adjacent roads badly managed, etc...)

They could but it would mean that if they attempted to enforce it after the bill would just spiral out of control, it would also give campaigners(as it does in EU) grounds that they have no other option and so the cycle tracks or shared use spaces or whatever must be made safe.
If they wanted to cut corners they could do what Australia do(how the hell did they get something right?) about lights and make it so all 4 sides of cross roads stop for drivers and then it's legal for cyclists to ride across while pedestrians also cross. The downside is our cycling culture is fucked up and people would be racing across shouting and dinging bells at pedestrians making it really unpleasant for everyone and not having it happen longer than a trial.
