Holds are pressurised, same as cabin. Also, if you ban carrying laptops, it makes it more difficult for one to be passed to a passenger after security, which is what was alleged to have occurred in the Somali airliner incident.

It could be a way of trying to undermine business travel on Middle East based carriers, which are currently doing better than major US carriers. Someone who wants to do work on a plane may chose not to fly via Dubai if there is a changeover and they wouldn't be able to use their laptop?

It would disproportionately hurt carriers whose major hub is in one of those countries. For example, if you wanted to fly from New York to Singapore, you have a variety of options, some of which have changeovers in Asia, some of which have changeovers in the Middle East. If you wanted to work on that flight, you'd avoid those which changeover is in the laptop banned countries.
