Russia is worse in some areas, such as Syria. They don't always care who they bomb. The USA attempted to not bomb hospitals and so on, not that they didn't mess this up.

But if you read the article, there seems to be something to do with placating SA as well because they aren't happy with sanctions being lifted.
Perhaps it would be easier if the USA/UK would just get Canadian and other oil in the future...
