"i am satisfied that rebekah - her leadership and her standard of ethics and her standard of conduct - is very good.
"i am satisfied that she neither had knowledge of nor directed those activities".

Yes, I think so. I think they want her to resign, do the decent thing, take 'ultimate responsibility' even though she was not involved etc, leave without admitting anything and with their 'full support'. Though Private Eye are suggesting she will leave soon anyway as she is planning to get pregnant.
