^^ That was written by a lady called Mary Moss who was a former child protection officer with an organisation called NAYPIC (National Association for Young People In Care) and was part of a big load of evidence seized by police in January 2013 after her home was raided when she was allegedly not fully cooperative with their investigation. There are no allegations that she was involved, apparently she had been pursuing the allegations herself for some time but didn't see eye to eye with the police.
This is perhaps unsurprising as they had 'lost' an awful lot of evidence previously, allegedly at the request of MI5. Because she was concerned they would 'lose' it she photographed each page which is what you see above.
There is a lot of circumstantial/corroborating evidence that suggests that there is substance to this, just google Elm Lodge Guest House and Brittan or Cliff Richard. Far too much to go into or post up here (and I'm certainly not going to).
Suffice to say that if this alleged peodopile ring involving many members of the establishment and the upper echelons of the Tory party did exist the establishment would certainly have a motive to cover it up.

Of course (to your last paragraph). But a JPG of a photograph claiming to be a list of offenders does not strike me as evidence, even if there is a story that claims to explain its provenance. There are dozens of blogs about this out there spouting much craziness.
Links to news sources are a bit more convincing.
Having said all of that, that Lord Brittan guy looks seriously sketchy.

Well no the piece of paper is the 'evidence' not the JPG but more pertinently it's just what she wrote down, so that doesn't mean it's true.
There are lots of conspiracy theorist nutters out there but Brittan, with his name at the top of the list, was unbesmirched at the time and now it's all looking a bit dodgy, isn't it?
One might also wonder out loud why Cliff Richard has switched his citizenship to Barbados and is no longer a British citizen...

The IP address the post is claimed to be made from falls within a netblock registered to DMG Media Limited (ORG-DML6-RIPE) / Associated Newspapers (ORG-AN42-RIPE) which serves amongst other things the www.eveningstandard.co.uk web site.
