Sounds tought to enforce... define: "wheels don't turn"?
so if my wheels move forwards and backwards by a few degrees, ie *almost *stationary, but still turning slightly this is ok?

That would work for me i think.... so you know after 2 seconds the guy camped out in front of the goalie is going to have to have moved his bike by 2 metres (wheel circumference)

I'm all good with discretion, but for clarity if I'm reffing, I'm guessing little backwards and forwards movements will be ignored and you will have to move a significant amount or leave the D and re-enter to avoid being called on it?

The second goalie move often back and forward. Would it mean that you can keep a double goalie in this case?
Why not also make a rule for every player, as fucking with oalie is also lame as double goalie, why don't dont say that this crease is forbidden for anybody but one defensive. As in hockey, you can pass into the blue zone but thats it. Mention of the two second etc seems weird to enforce.

We will re-write to clarify to mean that someone cannot be in there unless you are riding through. I.e. you can ride through it, but you can't stop and be a double goalie. We will also write it so hopping around, or rolling back and forth means you need to get out.
Essentially, it's only one person in there for 2 secs or more. We just didn't want to say that a second person in there wasn't allowed, because riding through to deflect a shot is ok.
Hooking the keeper is legit, nothing else (checking, elbow, toppling, holding etc) is.

No, it says no forearm checks. So if you push someone with your forearm and gain an advantage, it will be called. Refs aren't going to call you just because you touch someone with a forearm. Advantage should only be restored when one was lost.

It with shoulders or head?Yeh, don't look to headbutt, palm, shoulder the ball away. It's more about hands and feet though. I doubt shouldering the ball or headbutting it is much control !

I think the rule is pretty clear. You have to leave the d if you have been stationary for more than 2 secs. If you are in the d, but not stationary (i.e. not just hopping around, or rolling back & forth), then you're ok.

What exactly does "being in the D" mean? Are you in the D when e.g. only your frontwheel has crossed the D's line or does it refer to the whole bike being in there? Could be interesting for the refs..
I like the idea of not allowing double goalies. Looking forward to meeting all of you guys again!

The leaving the D bit is clear enough, was just the stationary bit that wasn't. It's been changed now anyway and is clear enough, in fact I think that amendment is the best bit of the whole ruleset.
Double goalie stuff if going to be interesting, looking forward to seeing how it's going to work.
