Chris spotted the ad on gumtree yesterday and told me. I instantly updated the police report. They said they'll call back but they didn't. After the ad was pulled I decided not to wait and arranged to meet the guy with the intention of going there with the police. That was according to advice from Andy and that thread he linked to.
I called up today around 1pm and told them what happened. They said they'll call me and... they did, at about 4.30pm. But this time it was a pretty cool officer who asked me to email him a description, photos, and the saved ad page. They handled it from there. Basically two of them went in plaincloths, using my description as a crash course in bike components they bluffed their way to haggle the price down to £150 (!). According to one of them he ended it by saying "how about I give you this much..." opening his wallet and showing his ID. Fuck yeah CSI! They called me straight afterwards and I just went to the station, filled a 5xA4 page statement, and walked out with the Surly.
So thanks to Andy's advice, the two coppers' help, and especially thanks to Chris's detective skillz, we got the bike back.
Chris, have a bagful of drink tokens!

Yup! I've already made a profit out of all the insurance claims and it would be great to keep it in polo.
Andy do you want to walk to mine tomorrow and ride it down?

I could grab it on the way to work, or at lunch depending on when you're free/awake. Meeting Charlotte straight after work so won't have between finishing and polo I'm afraid!

Oh man, that has to be the best line I've read while drinking my morning coffee in quite some time. I'd love to know if they've had a look at his past adverts and present stock of goods as the sheer volume of adverts linked to his mobile number was staggering.
As my brother so nicely put it last night 'Lets hope his cell mates seat post is substantially larger diameter than his seat tube'.
Chris, have a bagful of drink tokens!
I might tax you for one in celebration but knowing that I've played a very small part in taking one of those evil little shits out of business gives me a bigger buzz than lager.

Margaritas all round.
That was the thing. The crud catcher was just below the saddle. Short of mounting it on the front I doubt it could have been further from the wheel yet still be attached to the bike.
