531 is old hat compared to modern steels. it was replaced by 525 which is the cheapest steel reynolds make (i don't include 520 which is just rebadged tubes not made in the u.k.)
saying 853 is more fragile is complete and utter bollocks. if you look at the specs for 525 which replaced 531:
UTS - 48 - 58 Tsi100 - 130 Ksi 700 - 900 MPa
compared to 853:
Reynolds 853 - Heat TreatedUTS - 81 - 91 Tsi 180 - 210 Ksi 1250-1450 MPa
the only thing it could possibly lose out to is perhaps dent resistance due to the wall thickness (down to .4)

standard tubing for BJ is 631(525stays) any 531 they have is old stock. mercian have some old stock tubesets too. when i replace the bent top and down tubes on my mercian i'll get them to fit the lightest/strongest tubes that are available to fit the lugs. they can save the heavy hard to get hold of stovepipe for people like dale :-)

531 is nothing special. Maybe in 1970 it was something special but now.. meh.

Mercian frames have been constructed using Reynolds double butted tubing since 1946, giving us vast knowledge and experience in the properties and qualities of the tubesets.
Reynolds closed production of 531 and 653 tubing over recent years. 531 has been replaced by 631 butted tubing, the stronger equivalent of it's predecessor. Our friends at Reynolds tell us that 631 tubing with 525/725 stays are upgrades on 531. These are now the standard tubing options used in our frame range.
653 has been replaced with 725 chrome-moly butted tube sets.
