yes, but you are forgetting the golden rule :
' If you spend £x on parts building a bike, then when you come to sell it, it will be worth at least £x, if not £x+1, because you have saved the buyer the trouble of building it'

as a ruleof thumb:
secondhand bikes = 75% of new cost, in A1 condition.
drop the price for every scratch and bit of wear.the odd worn tyre, innertube or other bit of gubbins isn't really worth anything chucked in. any bike shop will throw in a lock and bits if you don't go too mad with asking for discount.

the bike is worth £600-650 if he sells it like that.
more if he splits the parts, because someone might want to frame for the track, but the wheels are for the hipsters etc.. -
