I took my cycling proficiency at school about 35 years ago and the bike's in good nick, I'd be zero rated for tax and I have 3rd party insurance through the CTC.
Oh and Boris told them to fuck off when they suggested fitting number plates to bike earlier this year.I suggest they try and get the estimated 400,000 untaxed sheds off London's roads first.

the cycling proficiency test is a great idea, the MOT is a shit idea.
look at the other, Amsterdam, Copenhagen, Paris, etc. they don't have MOT for bikes and still doing well, thought the proficiency test for the UK is a good idea since it's almost everyday I kept seeing bad cyclists who always a millimetres from death.

The truffle sounds decent, nice find.
On a more serious note, there is a good reason helmets are not compulsory - extensive studies (build on top of Australian studies if I remember correctly) have shown that legislating for compulsory helmet use would put many people off cycling (especially the casual / fair weather cyclist) - so many that the impact on societal heath would be greater than the gains in safety.
So mandating helmet use would impact negatively on societal heath when the broader view is taken into account.
Now, if the idea of a cycling MOT / proficiency test is to increase road sense for the purpose of safety (which I don't doubt it will do) the overall effect is likely to be a lowering of societal heath if the helmet studies are a fair guide to how this impacts of cycling take up.
