UPDATE:
Didnt want to loose out playing polo today so...
I got a very nice email from hester last night... offering her support... so i thought id get it done this morning...
Looking around again with a set of fresh eyes i think the wood would have to be painted cos it sticks out like a sore thumb... And we may need 1"X2" (or fix 2 together) but alls good to test the water...
Putting the email together now.

ps this method is soooooo easy to put up... took 5mins this morning. May have to do a more in depth survey of heights of holes.

Hi Ray,Thank you for your email and the pictures. I have forwarded it to other users so share the idea.
I have a contact with the council and once I have feeback from others re. your permanent measure suggestion I will get in contact with her (and copy you in).
However just so you know they're very slow in responding (it took me 4 years to get the playground refurbished - it was a complete dump). But they know I will keep pestering them until the problem gets fixed.Noticed the rubbish as well and have forwarded your picture to the council department responsible for playground with the request to install bins (have asked this for over a year now!).
Will keep you posted.

short end. it is hardened steel and required an expensive carbide tip to cut. you need some torque to undo and once moving tis easy.
