Put the allen key inside the bottom bracket shell. You may have to switch to a cup and cone b/b as i doubt there'd be enough room if you were using a cartridge style.
Now, where to put the crank puller and b/b tool???? -

A 15mm spanner on your frame means a thief can remove your wheels with ease - unless you remove the spanner ever time you park up - and if you do that you might as well just sling it in your bag in the first place.

buy a 15mm spanner of your choice, drill 2 holes in it (of the right diameter and distance). Attach to bottle mounts.
Then work out how you'd like to store the allen keyi just did the same as Em, fk'n hell fruitbat - are you in everyone's head?? ;)

i got a nice 15mm spanner from the harware shop near me £1You either have an astounding bargain, or a spanner shaped lump of metal that will turn out to be too soft or too brittle.

FWIW, Sainsburys currently do a largish set of ring/crescent spanners for £4.99 - at least at Whitechapel. Quality isn't all that special but not as ghastly as one might fear - the 15mm lives in my bag and has coped fine thus far. Rings are slightly harder to mash up than crescents even if the metal isn't hardened in any case.

chain reaction have the pedros spanner in for £15, looks pretty handy.
only worry is that you are leaving every tool you need to break your bike down into small bits on your bike!
