buy a 15mm spanner of your choice, drill 2 holes in it (of the right diameter and distance). Attach to bottle mounts.
Then work out how you'd like to store the allen key -

to be honest its a spanner put it in your bag, i take it you'd have a bag of sorts since a spanner wouldnt be much use on its own?

In the seat tube, obnov.
Then he has to swap his seatpin bolt for a mountain-bike type one and turn the frame upside-down to get the Allen key to undo the wheel-nut spanner to undo the wheels.
Oh.
