The existing paintjob isnt that bad, you could easily tidy it up.
However as you have the original livery ready to be appliead I think a single colour would look nice.
The HIGHEST you should pay for a frame and forks to be stripped and powdercoated is £40
If anyone quotes you more, call around till you find a cheaper one.

why would anyone want to fork out £140 painting a frame bought for under £100?
Better to buy a £240 frame surely or live with the industrial look of the powdercoat.
Personally Id rather ride a Raw frame and have £140 to put towards something important like a chainset then a poncy paint job.

Because just about every classic frame owned by anyone (except maybe the clapped out Keirin frames) cost less than £100. You can even pick up BJ's and holdsworths for <£100. just because they're cheap, it doesn't mean that they are disposable.

My Holdsworth would beg to differ with earlier posts - picked it up for £20 from a guy who I don't really think knew what he was selling. Had it renovated by Mercian and it's now my geared training bike. The enamel paint job looks stunning - I don't think you could get a powdercoat finish anywhere near it.
Next up for renovation will be my 1955 Mercian - which I picked up for £90. Just because it was bought cheap doesn't make it a crap bike or a beater.

Apparently I've got to spread the love before "giving it to you" again.
I feel like a total slut...
FWIW this is a good plan - get a cheapish frame, build something reasonably decent up, wait paitently for the frame of your dreams / budget, transfer all parts, flog the old frame to someone else who's desparate, have sex with the new bike*.
*last step mandatory, though there's plenty on the forum that will step in at a pinch.
