I thought you had to 'earn' hand tattoos by being covered everywhere else?

but apparently it's common sense that you do them after having the rest of your body covered.

They should have the same 'rule' for neck tattoo's. Seems to have been a massive influx over the last few years of really shitty looking neck tatts on really shitty looking people

Not necessarily, Thomas Hooper's had some on his blog that are a few years in and still solid but I can't find them now - they have to be applied differently, and yeah, I imagine it sucks big time pain-wise.
