Surely that's the point of paying a premium for a really good artist?
Surely part of the point is to use someone else's skills and knowledge of a particular media. I'd guess that when Cazakstan was talking about placement it was in relation to the specifics, rather than - "I want a tat, what should I get and where?".
That's just my thoughts on it anyway.

Tattoos on the cheap are ALWAYS a bad idea.
You pay for what you get. Either be prepared to pay a respectable amount for a piece or don't get one.

Go and see Tracey D at Haunted tattoo on Holloway road. She charges a fair hourly rate and has a great style. She did my octopus and it rocks....

It's not just about price, it's also about availability. Other than a cancellation, why would anyone decent be available at such short notice? Waiting lists for good tatooists are months at the moment, unless you get lucky.
My advice, for what it's worth - and presumably this is for a small piece, is to phone around the good shops the day before and ask if they have any last minute cancellations. And don't expect to pay peanuts unless you're planning on a cover-up next year.
