I see a man holding his hand out in a "stop" style motion, with a speech bubble coming out... because of the lack of text in the speech bubble, I assumed that it was something about the generic/lack of substance nature of what those in charge tell us. But by doing it with a smile the message becomes more easily accepted.

I kinda imagine the man in some sort of boiler suit with glasses or goggles.
