A fine is not an FPN.
The maximum penalty that a court can impose for a charge involving cycling on the pavement, should the defendant be found guilty, is £500.
A Fixed Penalty Notice is a summary charge (not a fine or a conviction) that can be offered by the police in lieu of a summons. This is limited to £50 for pavement riding.
Putney County Council has no authority to impose fines for pavement riding - it is a police / magistrates court matter.

I'm not certain about Putney council having no authority, the city of London have some special rules about pavement cycling in certain areas (outside St. Paul's being the main one).

Got a ticket for banging through an amber turning left because of a diversion on Oxford Street this morning.
I assume they will be infesting that area (New Oxford Street - Great Malborough Street) for a while.

I think Tiswas answered that up thread, FPN issued by the police is £50 unless the CPS decide to take you to a magistrates court in which case it could be £500.
The signs from the local authority are just there to educate you on the potential if somewhat unlikely consequences of your actions.

Councils can pass byelaws banning cycling from footways that are not part of the carriageway (as you say - Millenium Bridge, and other council owned land etc...) - Only the police can issue an FPN for the offence though.

If you've committed an offence, they can require you to prove who you are - so you don't just give them a made up name and address - or face the prospect of being nicked under PACE so they can ascertain your identity. That's my understanding anyway.

You are required to provide a name and address for traffic offences.You do no have to show any ID, nor are you required to have any ID.
They are not allowed to search you for ID.
If they do not believe that you are who you say you are, they may arrest you.

Was it the same person that saw you as ticketed you?The easiest thing would be to cough up the fine, unless you fancy challenging it. In which case, get yourself extremely familiar with the law concerning traffic penalties.
