It's not like SE Wales suffered some of the worst weather this winter with people inc my parents being cut off for over a week unless they had a 4x4.

That's not really ridiculous, it's the guys own fault. He drove off from the police when he'd been stopped. What do you expect the police to do? You'll notice they're smashing his window because the car is still running, the brakes aren't on, and he won't open the door. (Note at the end that the Range rolls into the front of the cop car.) That's common practice, because it distracts the driver for a crucial few seconds whilst they gain access.

Granted he was 70 and apparently thought they'd finished with him, but still, what do you expect them to do? How do they know he's not trying to hide something else or doing a runner while they make checks etc. from the computer in the cop car? I don't like cop-bashing for the sake of cop-bashing.

Yeah, I'm not sure about the bonnet idea to be honest, but the window smashing is definitely common practice.

It wasn't a minor infringement though, that's the point. He drove off from the initial stop, and turned the minor infringement into a fail-to-stop involving more than one police car.
