Most likely the SMS source number is faked (since it's nothing to do with the actual scam), it's trivial to do so with the various websites you can use for sending texts in bulk.
There's probably some poor person that has that phone number that is being inundated with texts/calls.
The scammer just wants people to visit the dodgy website that will either install some form of malware or just harvest important information such as logins/passwords/security-questions/etc.

The police here seems to up the street value quite a bit every time they find something.
