That quote is not really about the presumption of innocence or guilt.
They are talking about a pre-trial hearing. If you plead guilty early, they take that into account in the sentencing. If you plead not guilty, then it goes to trial. -

It's having you show the court that you didn't do it that is the problem. The onus is on the prosecution to show that you did.
