I'm thinking the whole site (or large sections of it) is written in a language other than English, directed at people overseas who are interested in moving here. Then translated into English using an auto translate / babel fish type thing.

Been working in the uni this week and last, today I saw a girl wearing Beats picking up a discretionary (hardship) fund application form. So wished I could have grabbed it off her and told her to hawk her headphones instead of stealing more of the tax payers' money.
