Hmmm. I'd like to think that is real but it is possible that this is a cowboy method of retrofitting a utility riser, service lift or similar. I've seen people use pile drills when they haven't had access to a proper concrete saw before. Only in a refurb I saw in Calcutta to be fair.

A bit like spelling 'Brasil' with an 's' and not a 'z', you say it's wrong I say it's right.
