am building a polo wheel as we speak - 27 1/4 for more blocking power, 36 straight gauge spokes, bonty hardcase tyre, old skool high flange hub, and the all important wheel cover! - any suggestions on what the thickest strongest innner tube might be?

As long as the rim tape is good and the inside rim isn't sharp, you should be cool with any decent inner tube.
