More to the point, why a small back wheel with normal length stays? Defeats the usual object of getting your team mates as close behind as possible in a team pursuit.

^ perhaps if you had stays to suit a 24" wheel you'd have to have a very long seatpost which would be too flexy. I dunno.

If your contact points triangle is unchanged and the steering geometry is properly sorted, small wheels make very little difference to the feel of a road/track bike. Tony Doyle reported that he could throw his pursuit bike around just like a 6-day bike

There is a 23-520 Schwalbe Durano, use with Schwalbe inner tube 9C
Velocity Fusion or Aerohead rims come in the 520 size.
