moot, size of wheels doesn't matter, singlespeed with small wheel is still perfectly fine as 700c.

what's a "moot"? not meaning to develop this meaningless line of conversation, i will only note that 20" will most probably have clearance issues with chainrings 46T and up. anyway, how would i know, i only rode them like 20 years ago as a kid

Ah see your point, I though you meant that 20" (or smaller) wheel bicycle are not feasible for singlespeed/fixed.
it's varies on the height of the BB really, right now I have 170mm cranks on it (previously 165), despite pedal strike while cornering a little too fast, it's perfectly fine.
