Putting a brake lever onto track bars: I want something that can be removed easily (at the track, say), so a two part clamp would be needed. It'd be good if it could clamp a 26mm section of the bar (bar tape over the rest), and not looking like a BMX or CX part would be ideal - looking something like this would be great:
Does the lever I am looking for exist?

Gold finger?

Gold finger?
What part of "not looking like a BMX or CX part" did you not understand? :)

Any road lever would work, the band clamp splits when you remove the lever.

Road levers are going to be a 23.8mm clamp though - 2.2mm too small, plus the curved shape would be sub-optimal. I may be looking for something that simply doesn't exist.

If looks is that much of a problem then he shouldn't really be running a brake as you know, it might mark the braking surface.
Function > form innit ... ;)

I have a dia compe one that come with a clamp on front brake, let me find the model.
here it is:
http://www.diacompe.com.tw/product/track-brake-set-for-front/I remember seeing you can actually get a set of the levers only, I'll give it a search and see what I can find, can understand why because it's much easier to just ride in the drop rather than going up and down with the crosstop levers.

@Dammit found it! here you go, Dia Compe 131 Road Brake Levers;

My advice is to replace the screw bolt with an allen key bolt which make removing/installing a breeze at Herne Hill.

BTW, you might struggle putting that on a bar tape, the only one I managed is a cloth tape, which doesn't leave a mark that you had a levers on it.

You could have a bar-end lever in the drops and take a bar plug with you to replace it?

Like on this sexxxy bike:

That's what I'd do (and indeed have in the past), because it's CTT-legal and you can brake from the most stable grip position.

Dia Compe 131
23.8mm clamp. My brother had one on his track iron for riding to the track; with traditional bars on which the 26/26.4mm section is a sleeve rather than a bulge you just have to leave the last inch of the thin part of the bar untaped and clamp to that rather than the centre sleeve.

Yeah- on that point I wanted to clamp to this (untaped) section:

It's not quite the aesthetic I was after.

I wonder if the clamp on these could be convinced to stretch a little? https://www.sjscycles.co.uk/brake-levers/0-sunlite-sport-alloy-touring-brake-levers-silver/

Just get another bar/ stem set up? Pretty quick to swap over and then you can reap the benefits of dual hoods. Only a minor faff carrying the set.

Was gonna say, have you considered that ^.

Dude just fit some cross top levers and let it be done with.

No.
150mm is too long unfortunately, thanks for the offer though.
