I typed in capitals, but the comment only shows lowercase letters.
When I add another word, it capitalizes 'HHSRB' properly.

That is not a bug.
There is code in place to prevent posts that look like this:

LOOK AT ME, I'M SHOUTING BECAUSE I'M VERY IMPORTANT AND YOU MUST READ MY POST BECAUSE THE ALL CAPS MEANS THAT IT IS MORE IMPORTANT THAN YOUR POST.

Neat. And when you add another (regular) word, the code recognizes the person is probably not shouting and reverts the capitalization? Luckily people who shout aren't so clever.

They are generally so angry on the internet that they explode in a fit when they realise they will need to work around the inconvenience of the anti-shout mechanism.
It's fairly simple code, and a fairly simple workaround, yet it's super effective.

Data to add; I still couldn't press the Bold, Italics, Link, Images, etc. boxes in Chrome with the trackpad/mouse, except for the touchscreen in Chrome OS.
I'm aware it's Chrome's setting that cause this bug, but is there a way for Microcosm to enable both touchscreen and mouse at the same time?

No idea.
I don't know what the Chrome setting in question is, nor why a touch screen (which OS?) wouldn't send through a touch event as a click.

Chrome OS and Windows 8.1, latter work with alternative browser (firefox I recall), it's just the Chrome browser that messed Microcosm up.

Erm... Chrome OS is an OS and it doesn't run on Windows, it's built on Linux.

I don't know what that would be proving.
I already use everything but the touchscreen with Chrome and it works just fine.
Besides, I have no keyboard or mouse that could possibly work with a USB Type-C interface, so you'd need to wait a year or so until I purchased such things, just for me to test a situation different from the one you are experiencing.

You could also just type everything... this is essentially what I do even on my mobile.
A * here and a ** there. It's all pretty simple.
Hell we even allow underscore formatting.

She did, but that would turn off the touch for the browser rather, fine for mouse/trackpads, but you can't pinch and zoom.

AH, OK.
I have a touchscreen Chromebook at home. I'll see whether that has the same issue. I don't remember it but maybe I've never needed to press the buttons.
