I don't know whether it's actually is functional, however I do know that the curvey seat stay is popular in alu bicycle to absorb the road vibration, they possibly got the inspiration from the Hetchins'.

In the olden days of British cycle racing, amateur status was taken so seriously that you were not even allowed to have the maker's name on the frame. As a workaround, so that it would be clear that top riders were on their frame, various makers came up with spuriously justified adjustments to frame shapes to make them look distinctive. Hetchins' curley stays are the most well known example, but Bates' Diadrant forks were just as spurious.

Come on Mr Scoble. People don't get a classic Hetchins because they value function before shiny chrome lugs. That bike is an exercise is how to get it utterly wrong. And besides Navigator pista wheels are pure unadulterated cheap shit. I hope the owner of that bike is a yank. That might explain something at least.

I was going to write it too but the link seems to suggest its more about vibration damping and in addition it was to identify the frames on the am circuit etc...

How did they get it utterly wrong by making it rideable? it's only utterly wrong when it doesn't have the correct era component, frankly at least they didn't put riser, velocity deep v, 650c front wheel so it'll be 'barspinnable'.
I don't think there's anything wrong with the Navigator Pista, they're reasonably light, pretty cheap, and defintely better than the Miche Pistards, but then I'd go for a simple Open Pro/System EX wheelbuild over the Navigator.
And hoping that the owner is an American just so you can readily insult them? a rather silly thing to says.

If you put your hand on your heart and say you think that is appropriate componant choice then I'll belive you... but I find it hard when I see pix of your bike.
Edit: after reading your post, I'm not so sure the Hetchins isn't suitable for bar spinz 'n ting... those stays would prob be great for absobing some of the impact from dropping of a flight of steps!

cheap shit, as used by some of the fastest track racers in the country, including the olympic development squad and current GB riders, daily, week in, week out with no notable problems.
