Unless you think things like axles and brake mounts are specific adaptations.

A little less awful if the bars are rotated up a little, they probably got down there in the first place because they weren't tightened properly.

Yeah, agreed. But I bet you couldn't even brake from the tops/hoods as it stands which doesn't seem especially safe to me
