what's going on? top tube super glued to seatpost? cutting corners in spending on bikes is fine but this, surely it is not safe.

Looks like the TT has been replaced and the newer one brazed higher than it's meant to be and then possibly a quill style seat post used.

it's a seatpost topper, which is holding the saddle onto the frame.

Edit; Either that or a regular seatpost slammed with a regular seatpost clamp.
