I've never seen the rider (it's quite a big building) but I'm assuming it's someone with short legs & a long body so needs the small frame for stand-over height. But I'd have thought something else could be done about the stem/steerer, especially the three spacers above the stem!

Change the seatpost, stem, headset, seat clamp and I'd love that.
