Looks like something from the late 1970s. A number of companies experimented with double down-tubes and trussed structures. In the 1980s even Colnago took-on double down tubes. The most famour example of this approach, however, was clearly from Alex Moulton---- a design that Calfee has even taken on for bamboo.
