I think it's the angle of the photo. The tube is probably bent in towards the wheel, worst place to put an unsupported bend.

No it doesn't, to some extend you may be right with tiny frame and large (700c) wheels that blown it out of proportion and limit the frame angle for the builder (putting a very steep 76 degree seattube angle just to shorten the reach and wheelbase).
This example is build with 650c wheels so it look as normal as a medium 700c road frame does;
