It probably doesn't even have a bridge as the brake is mounted onto a plate which clamps onto the seatstays.

I don't think the suggestion of it being a 'dummy brake' is illogical. We've all seen plenty of bikes in here with brake levers in places which make the brakes about as useless as the one on the Cinelli.
