Not necessarily. In the book 'Bicycling Science' there is a reference to a study that shows that people have greater maximum power output, but a lower fatigue threshold, when pedalling backwards.
Basically it's good for sprinters.
That bolt-on (or should that be bodge-on) track end is awful. There are even mudguard eyelets that could be drilled and bolted to give some rigidity, but they've been ignored. Stupid.

I would have thought that the geometry of the bike would mean pushing away from the seat in the direction we are used is most effective. Surely you would need to angle the downtube the other way to allow maximum power when peddaling the other way

Why? The frame is upsidedown in the pic. Hints being that the seatstays are the carbon tubes, I've never seen a frame where the chainstays are carbon and the seatstays are ali. The side closest to us has markings of where the derailleur hanger has been cut off. But mostly the direction of the dropouts. If anything they can get away with longer cranks.
