Maybe not intended, but it's definitely laughable.
A rising stem is the correct way to compensate for the short head tube on a TT/Tri bikes if you want to set it up with drop bars.

I think these look pretty silly riding slowly around london, although the more i look at the photo by itself the more i want it. they're pretty well designed for the task, though they're never gonna catch anybody with em
