That looks the business. I'd ride it if I was a foot shorter.
Like the bent toptube, seen it on a few french ladies road bikes in the same style.
Only possible improvement would be matching wheels.

Bent tube is pointless, a normal length seatpost and a straight tube would have done the job. Mixed wheel sizes is impractical as well as ugly, as you have to carry twice as many spare tubes. Building a new bike with a threaded headset and quill stem is an automatic fail in the 21st Century.
If it's an 80s/90s lo pro which has been butchered to lower the seat lug and BB, then the above criticism is void, but it attracts the same comment as the Polorrell; a funny way to get that result, but whatever.

All of this is irrelevant of course, it's a custom build – so she got what she wanted.

But why curve the tube for a low standover instead of keeping a straight tube with a compact design. I understand you can do whatever you want as it's custom but the bike doesn't make sense to me

That belongs to Brooklyn importer Ged...he loves riding it, It was a tribute to the bikes him and his mates used to build from mismatched parts when they were kids, which is reason enough for it to look like that in my opinion.
