From what I understand (or at least try to), those sort of stem are usually temporary, to find out the precise position for greater performance/comfort before putting a proper one with the correct angle and length in?

it depends, some people like them as they like to be able to make quick changers in posistion for shorter/ longer rides, with out needing to recompress a threadless headset.
